proposed on the "Single Trolley" syɛtem, and suggested that the

Tram should either be worked on the "Double Trolley" system,

on that the Telephone lines in Hongkong and Kowloon should be

put into metallic circuit, the Tramway Company contributing

a share of the cost. At that time the Telephone Company had

no license or soncession and they put forward an alternative

proposal, viz:- that they should be granted a licence or

consession for 25 years, if the Telephone Company obtained

bear such a license they were willing to bring the whole expense

of metallic circuiting.

Representatives of the Telephone and Tran Companies

then met in conference: the result was that the Tram Company

agreed to endeavour to obtain for the Telephone Company a

consession for telephones in Hongkong, and, if they failed to

contribute £1,500 sterling to assist the Telephone Company to

modernise its existing system-------the Tramway Company reported

this to the Colonial Office by letter on 8th January, 1902.

On 8th February 1902 Mr. Joseph Chamberlain informed

the Tramway Company that he had given sareful consideration

to the Babízzzzz matter and was advised "that saotion 21 of

the draft Tramways Ordinance should be amended so as to pro-

vide the same protection to the wires or lines of all existing

or future electrical undertakings and to the lines of Govern-

ment Departments as by the section, in its present form, is

conferred on the lines of the Eastern Extension and Great

Northern Telegraphť Companies", He also stated that "similar

provisions are contained in the Imperial Elsstrie Lighting

(0lausos) Ast of 1899 (62 and 65 Victoria cap.19) section 20

and in the Natal Tramways Act No. 12 of 1899*.

The representatives of the Tramway Company wrote

in reply on 10th. February

1902,"We are quite prepared to

·recommend our clients to agree that section 21 of the Ordinance

shall be so altered as to apply to 'all existing electrical

undertakings
